The Coney Island Sauce has more in it than just chili (I think).
It's got a bit more pizzaz than just a chili dog.

Here you go.

Coney Island Sauce

1) Pound Ground Beef Top Round
1) Teaspoon Garlic, Minced
1) Cup Beer, Water can be substituted
2) 6 1/2 oz. Cans of Tomato Paste
3 1/2) Tablespoons Chili Powder
1/2) Tablespoon Cayenne Pepper
2) Teaspoons Cumin
1 1/2) Tablespoons Garlic Salt
2) Tablespoons Brown Sugar

Brown ground beef and garlic in a large skillet, breaking up the meat into small pieces. Drain and return to skillet. Add remaining ingredients and cook on low heat for 45 minutes. Sauce will be thick, so stir often.

Okay, this is a thick sauce and is not intended to be heaped on and eaten with a fork. A heaping tablespoon is more than enough for a standard size bun.

The above recipe is a good starting point. You can change it to suit your tastes.
